How Council Tax Is Calculated and How to Reduce It
Council tax bands are based on property values from 1991 — making the system famously arbitrary. Here is how bands are set, how the bill is calculated, and the legitimate ways to reduce it.
Council tax is the one bill that applies to almost every UK household, yet most people don't fully understand how it's calculated or what discounts and exemptions they might be entitled to.
How Bands Are Set
Council tax bands in England (based on 1991 property values):
Band A: up to £40,000
Band B: £40,001 - £52,000
Band C: £52,001 - £68,000
Band D: £68,001 - £88,000
Band E: £88,001 - £120,000
Band F: £120,001 - £160,000
Band G: £160,001 - £320,000
Band H: over £320,000
Most bills are quoted as the Band D rate — other bands are
fractions/multiples of this:
Band A = 6/9 of Band D
Band B = 7/9 of Band D
Band C = 8/9 of Band D
Band D = 9/9 (reference point)
Band E = 11/9 of Band D
Band F = 13/9 of Band D
Band G = 15/9 of Band D
Band H = 18/9 of Band D
Calculating Your Annual Bill
Step 1: Find your Band D rate (on council's website)
Example: £2,100/year Band D rate
Step 2: Apply your band multiplier
Band C: £2,100 x 8/9 = £1,867/year
Band D: £2,100 x 9/9 = £2,100/year
Band E: £2,100 x 11/9 = £2,567/year
Band F: £2,100 x 13/9 = £3,033/year
Step 3: Apply any discounts (see below)
Step 4: Divide by 10 for monthly payments
(Most councils allow payment over 10 months, not 12)
Band D at £2,100: £210/month over 10 months

Challenging Your Band
If your property was incorrectly banded in 1991, you can challenge it.
Grounds for challenge:
- Comparable properties in same street are in lower bands
- Property was structurally altered to reduce its value
- The 1991 assessment was simply wrong
Process:
1. Check neighbouring properties' bands on the VOA website (free)
2. If evidence of incorrect banding: contact Valuation Office Agency
3. Do NOT instruct a claims company — they charge 30-50% of savings
for work you can do free through the VOA directly
Risk: A challenge can result in your band going UP as well as down.
Only challenge if you have good comparable evidence.
