How to Read and Calculate Your Water Bill
Water bills quote in cubic metres but the charge structure includes a fixed standing charge and often a block tariff. Here is how to calculate your exact bill and compare usage to national averages.
Many households have no idea what drives their water bill — they simply pay the Direct Debit. Understanding the calculation reveals where consumption sits and whether a water meter would save money.
How Usage Is Measured
Water meters measure in cubic metres (m3).
1 m3 = 1,000 litres
Unmetered households pay a rateable value charge —
a fixed annual amount regardless of actual use.
Metered bill calculation:
Bill = (Units used x unit rate) + standing charge + sewerage charge
Example (Thames Water 2024/25 approximate rates):
Water unit rate: £2.02 per m3
Sewerage unit rate: £2.82 per m3 (based on water consumption)
Standing charge (combined water + sewer): ~£82/year
Using 50 m3 in a quarter:
Water: 50 x £2.02 = £101
Sewerage: 50 x £2.82 = £141
Standing charge (quarterly): £82/4 = £20.50
Total: £262.50

Should You Get a Meter?
Metered vs unmetered: generally beneficial if:
Number of people < number of bedrooms
Unmetered bills are typically set as if the home were fully occupied.
A single person in a 3-bed property likely pays 2-3x their actual use.
Rule of thumb:
If occupants < bedrooms: request a meter (usually free)
If occupants >= bedrooms: meter unlikely to save money
